Harvey M. Levin, MAI, SRA

Harvey M. Levin, MAI, SRA, President of Keystone Appraisal Company, established
his appraisal practice in 1967 and merged with Keystone Appraisal Company in 1994.
A real estate broker and state-certified general real estate appraiser in three
states, Mr. Levin is a former chairman of the Pennsylvania State Real Estate Commission. During his tenure, mandatory continuing education for brokers and salespersons was implemented, as was designated agency-dual agency disclosure requirements. He
also presided over the creation of the State Board of Certified Real Estate Appraisers.
A graduate of Temple University, with a Bachelor of Science degree in economics,
and the real estate curriculum of the Wharton School, he taught appraising at Temple
University and Immaculata College. He served as a consultant/real estate expert to the Board of Revision of
Taxes, City of Philadelphia, and is presently Vice Chairman of the Board. He was
an appraiser and expert adviser for the Louisville, KY International Airport.
Mr. Levin
lectures extensively on the impact of environmental contamination, including stigma
damages, on real property and Pennsylvania real estate taxation. He has conducted
workshops and seminars for the American Bar Association, the Pennsylvania Bar Institute,
and the Philadelphia Bar Association.
He is qualified as an expert witness in federal,
state, and local courts.

Richard B. Owens, Jr.

Richard B. Owens Jr., has been actively engaged in real estate
valuation since 1995. He has appraised properties such as office buildings, shopping
centers, industrial complexes, commercial properties, apartment complexes, investment
properties and vacant land, throughout the United States, and overseas, but principally
in Pennsylvania, Delaware and New Jersey.
Mr. Owens is a state-certified general real estate appraiser in Pennsylvania, and
Delaware. He holds a degree in history from the College of William & Mary. |

William Gontram, MAI

William Gontram, MAI, was formerly a staff appraiser for the
General Services Administration, United States of America. From 1990 to 2004. He
was the director and senior appraiser for Marshall & Stevens Inc. He has appraised
properties throughout the United States for purposes of financing, portfolio management,
component allocation, and tax accounting experience including land use and highest and
best use analysis.
A member of the Appraisal Institute, Mr.
Gontram is a state-certified general real estate appraiser in Pennsylvania, New
York and New Jersey. He holds a degree in economics from Temple University and has
completed graduate studies in Urban Planning at Rutgers University.
He is qualified as an expert witness.

Philip Fortuna, SRA

Philip Fortuna, SRA, is a residential member of the Appraisal Institute and has served on the Philadelphia
Chapter’s Admissions Committee. He is a state-certified general real estate appraiser
in Pennsylvania, New Jersey and Delaware, and a real estate broker. With extensive
commercial and multifamily residential experience, he is qualified as an expert
witness. Mr. Fortuna has an associate degree in business administration from Camden
County Community College and has lectured at Temple University.
